And the webcam case, there's no normal device in the bug report information. I think the 'USB\DEVICE_DESCRIPTOR_FAILURE (Standard USB Host Controller) Unknown USB Device (Device Descriptor Request Failed) Port_#0007.Hub_#0001 USB' device is the webcam and the information has a problem. The information by Windows O/S and that mean your device has a problem. Please re-connect the device and if you have same problem, try to re-connect another USB port.
