Shutdown Problem (External USB Interface Tascam US-122)

My Windows 7 Home Premium (32 bit) wont shut down or restart, it's stuck in blue screen ''Shutting down'' forever.. I tried to shut down with previously unplugging my USB Interface (Tascam US-122) and it worked.. I have my whole home studio config running through my Interface (Speakers, Microphones, Headphones, etc.) and if I unplug the interface everytime I shut down the computer I have to set the drive to be my default sound drive for everything all over again... I didn't have these problems with windows 8.1 so I believe it has to be something about the driver... Please help!
