I don't find your TV tuner. I think this is not program bug. Windows or Hardware is the reason for problem.
Just follow the steps in this list until the problem is resolved.

1. Reboot your computer(many times).
2. Virus or Spyware is main cause of problem : 'Computer' or 'My Computer'(right click) > Manage > Services and Applications > Services > 'Plug and Play' & 'Windows Audio'(double click) > Stop and Start. And fix to virus & spyware.
3. Registry problem : Clean your registry with a registry cleaning program.
4. Hardware problem : If you have an add-in Audio(Sound) card > to re-installing the Audio(Sound) card(Hardware. not driver!). // If you have an integrated Audio(Sound) device > to enable the Audio(Sound) device in BIOS.
5. If your computer is running at it's overclocked speed : Undo overclock.
6. Try to use the 'System Restore' tool in Windows.
7. Try to unplug a LAN(Network) cable & Reinstall Windows.
8. If it is yet to be solved : The TV tuner device is not exist or defective device.
