According to what I researched :

 - the driver is probably included in Win7.

 - a webcam application is not included in Win7.

So you can use anything you wish. For example :

 - http://ftp1.us.dell.com/monitors/DELL_POWERNAP_A01-35_R302317.exe - by Dell

 - http://hem.bredband.net/yawcam/yawcam_install.exe - by Yawcam

 - etc...
